Safe Sidewalk Program Funding

Safe Sidewalk (SSW) State Funds FY 2027
    UDOT’s Region Four has received its allocation of State funds for the Safe Sidewalk Program (SSW) for fiscal year 2027 and would like to partner with our local municipalities to build projects most beneficial to the public. We will use an application process to evaluate and select projects for these State SSW funds. Key dates
    • Application due: January 13, 2026.
    • Anticipated project selection: February / March, 2026.
    • Anticipated project funding: July 1, 2026
    Approved projects must be advertised and moving to construction within one year of the Cooperative Agreement being signed. Projects not progressing may be canceled and any project expenditures would be covered by the local government.
    • Region SSW projects will require a cooperative agreement between the local agency and UDOT.
    • This agreement will define the terms for transferring funds, provide for local matching funds, require the local agency to maintain the facility, require a certification of funds used, and ensure that the project was completed according to the approved plans and specifications.
    • The local entity will be fully responsible for the design and construction of the project.
    • UDOT will require an initial project schedule and updates regularly.
    • UDOT will reimburse the local entity upon verified successful completion of the project.
    • Only one project application will be selected from each municipality. (If you submit multiple applications, indicate your priority.)
    • The participating city/town or county shall obtain environmental clearance and all right-of-way.
    Applications for these projects should contain the following information, which will help the Department determine project priorities:
    • A completed application with all data provided legibly.
    • A written description of the project including why the proposed location should be considered and how the project benefits the public.
    • An accurate engineer’s estimate for the anticipated work, with sufficient line items to identify the extent of the proposed project.
    • Applicable photos and maps to show the extent, location, and need for the project.
    • A proposed schedule showing the project milestones through to completion.
    • If school children use the proposed route, provide the specific names of the schools and copies of the applicable Safe Routes plans.
    It is anticipated that the design and construction of SSW awarded projects will be administered under the direction of the city/town or county. Once the project plans have been approved and a contractor is awarded Notice to Proceed (NTP), the city/town or county may proceed with construction. Funds will be distributed after construction and the entity’s request via an invoice from the city/county to UDOT. Eligible projects: This funding is for construction of a new sidewalk adjacent to State Highways. Replacements of deteriorated or broken sidewalks are not eligible. The legislature has stipulated that each local entity provide at least 25% match toward the project. This match can be in the form of cash, labor, or materials and right-of-way acquisition. The conditions of the match will be described in the cooperative agreement that will be required upon award. Due to limited funds, more consideration will be given to those that have not received funding in the past, do not have unfinished work, and have hazardous school pedestrian locations. The selection of SSW projects should be carefully made. Some factors considered in the selection should include the following:
    • The Utah Department of Transportation (UDOT) Right of Way width
    • Auto pedestrian accident history
    • Average daily automobile traffic and average daily pedestrian traffic
    • Age of average daily pedestrian traffic
    • Route speed limit
    State law requires that construction must meet all ADA requirements. Meaning all construction must have the appropriate pedestrian ramps, crossings and detectable warning surfaces.
      Region Four will consider contributing up to 75 percent of the project cost, with a maximum Department contribution of $50,000. Applications for projects with a higher dollar value will be accepted as long as the local entity is willing to pay the additional cost.           Transportation Alternatives Program Funding

          Transportation Alternatives Program (TAP) Federal Funds FY 2027)
            UDOT’s Region Four has received its allocation of Federal funds for the Transportation Alternative Program (TAP) for fiscal year 2027 and would like to partner with our local municipalities to build projects most beneficial to the public. We will use an application process to evaluate and select projects for these Federal TAP funds. . Key dates
            • Application due: January 13, 2026.
            • Anticipated project selection: February / March, 2026.
            • Anticipated project funding: October 1, 2026
            Approved projects must be advertised through UDOT’s advertisement and bidding systems and moving to construction within one year of the Federal Aid Agreement (FAA) being signed. Projects not progressing may be canceled and any project expenditures would be covered by the local government.
            • Region TAP projects will require a Federal Aid Agreement (FAA) agreement between the local agency and UDOT. This agreement will define the terms for transferring funds, provide for local matching funds, require the local agency to maintain the facility, require a certification of funds used, and ensure that the project was completed according to the approved plans and specifications.
            • Consultants assisting with TAP projects will need to on the approved list from the UDOT General Engineering Services Pool
            • UDOT will require a funding commitment letter for Local Government matching funds associated with the project.
            • Only one project application will be selected from each municipality. (If you submit multiple applications, indicate your priority.)

            • The participating city/town or county will be part of the design team to help coordinate the project through design and construction.
            Applications for these projects should contain the following information, which will help the Department determine project priorities:
            • A completed application with all data provided legibly.
            • A written description of the project including why the proposed location should be considered and how the project benefits the public.
            • An accurate engineer’s estimate for the anticipated work, with sufficient line items to identify the extent of the proposed project.
            • Applicable photos and maps to show the extent, location, and need for the project.
            • The proposed funding source for the Local match requirement with timing and availability of funds
            • If school children use the proposed route, provide the specific names of the schools and copies of the Safe Routes plans.
            Eligible projects:
            • bike facilities (on and off-road)
            • trails
            • sidewalks (off-state routes)
            • vehicle-caused wildlife mortality reductions
            • Safe Routes to School
            • other qualifying transportation alternative projects
            *The local agency will need to maintain the facility once completed.
              UDOT Region Four will consider contributing up to 60 percent of the project cost, with a maximum Department contribution of $300,000. Applications for projects with a higher dollar value will be accepted as long as the local entity is willing to pay the additional cost.
